Franklin District Council requires all dogs over the age of 3 months to be registered. We also require dog owners to comply with the Dog Control Act 1996 and Franklin District Council’s Dog Control Bylaw 2004.

Understanding Microchipping


Central Government has recently passed an amendment to the microchipping requirements under the Dog Control Act 1996, but the big question is - how does this affect you?

The following dogs must be microchipped:

1 - All dogs registered FOR THE FIRST TIME after 1 July 2006, i.e. puppies and dogs not previously registered.

2 - All dogs classified as dangerous or menacing on or after 1 December 2003

(If your dog falls into catogory 1 or 2 you must microchip within two months of registration or classification).

3 - All dogs that are unregistered and impounded

4 - All registered dogs that are impounded twice after 1 July 2006. Exception:



Central Government voted to exempt WORKING dogs on properties over 4 hectares. The amendments relate to an exemption from microchipping for working dogs kept solely or principally for the purposes of herding or driving stock (see para (b)(ii) of the definition of working dog in Section 2 of the Act).
