You may be intending to use cleanfill to alter the current state of your land so that you can utilise or develop your property. You may simply wish to dispose of surplus material from a construction or demolition project.
It is unlikely however, that you will own your property forever, meaning that you may have no control over future activities on the site. This is why it is important that any waste deposited in your cleanfill will not present a risk to human health if excavated and subsequently exposed in the future.
How We Manage Cleanfill in Franklin
The main objective of a cleanfill is to make sure that there is no site contamination generated from the deposited waste. In addition, the placement of cleanfill must not worsen the potential for subsidence, slippage, flooding or erosion.
Franklin District Council has an obligation to oversee cleanfilling operations and ensure they are carried out in a well managed and safe manner. If you are cleanfilling under 100m3 you will not require a Consent from Council but may wish to consult us or an engineer for advice. If you are cleanfilling over 100m3, this is a discretionary activity within our District and you will require a Land Use Consent from Council.
As a part of the Landuse Consent application for a cleanfilling operation, we require an applicant to:
Submit a Cleanfill Management Plan (CMP) at the time of submitting their Landuse Consent application
A CMP should include:
- Site location
- Site suitability, stability assessment and a proposal for ongoing management of the site, to include:
- Site preparation
- Location of the material
- Earthworks controls (including compaction methods)
- Management of existing watercourses
- Sediment and erosion controls
- Site rehabilitation
- Contours plans including final contours
- Waste acceptance criteria
- Record keeping methods for tracking incoming fill
- Monitoring
- Quarantine procedures
- Site security
- Hours of operation
- Traffic and access
- Noise
- Dust and odour controls
- Visual and landscape mitigation
