From time to time community groups or other organisations want to close a road to allow an event to take place. Examples are:
- Parades (i.e. Christmas Parade)
- cycling events
- motorsport events

Obtaining a Temporary Road Closure For a Motorsport Event Now Requires Motorsport Affiliation
To help ensure public safety the rules for obtaining a road closure for a motorsport event have been included in Council’s Policy (Temporary Road Closures and Events on Roads), which requires all motorsport event organisers to become affiliated members of Motorsport New Zealand.
What Does This Policy Mean?
Franklin is a popular location for holding motorsport events. When the event is going to be held on a road controlled by Council a Temporary Road Closure is required. Over time Council has felt there is more that we can do to ensure that Temporary Road Closures are only approved for those who meet best safety practices. Motorsport New Zealand affiliation helps offer Council that assurance.
Motorsport New Zealand has strict safety requirements that event organisers have to comply with to gain their endorsement. To help event organisers meet these requirements, Motorsport New Zealand offers assistance with putting together a Safety Management Plan, guidelines and additional standards for driver and vehicle safety, technical specifications, accreditation, training and compliance to further promote safety at motorsport events.
How to Become Affiliated
If you want to hold a motorsport event that requires a temporary road closure, you should start the affiliation process now:
- Call 04 801 9559 or email info@motorsport.org.nz to talk to a Motorsport New Zealand staff member who can help you through the process of becoming affiliated.
- You must be an Incorporated Club to apply.
- Motorsport New Zealand will ask you to complete their A025 Application for Membership Form. By filling out the form, providing the required information and (currently) $50 fee you will be on your way to affiliation.
Steps Involved in Obtaining a Temporary Road Closure for a Motorsport Event
- At least 90 days before the event lodge your application for Temporary Road Closure with Council. Remember to use the “Events on Roads” application form. Remember it must include a Safety Management Plan
- Include with your Temporary Road Closure Application the application fee - $170.00 (incl. GST)
- Provide a Traffic Management Plan (TMP) for the Road Closure. The TMP must be prepared in accordance with the Transit NZ Code of Practice for Temporary Traffic Management
- Provide proof of Public Liability Insurance cover -- $2 million for Urban or Built Up Area , $1million for Rural area
- Provide written confirmation of Police approval of intended event
Exceptions
Motorsport event organisers operating an event on private property such as a paddock race will not be required to affiliate to MSNZ as the event is not run on a road controlled by Council.
Council is not supporting Motorsport New Zealand to the exclusion of any other body. For this reason the Customer Services Manager may, upon receiving written application from the event organiser, grant an exemption/waiver from the requirement to be affiliated to MSNZ where the event organiser can demonstrate they are current members of a motorsport body of similar standing to Motorsport New Zealand, overseas.
