Changes pursuant to Local Government (Auckland) Amendment Act 2004
The Local Government (Auckland) Amendment Act 2004 (LGAAA) directs all local authorities in the Auckland region to integrate the land transport and landuse provisions in their Resource Management Act planning document and give effect to the growth concept in the Auckland Regional Growth Strategy. Franklin District Council has undertaken this via Plan Change 20. Plan Change 20 also applies to all land within Franklin, including those parts that are within the Waikato Region.

Environment Court Appeals
Seven appeals have been lodged against Plan Change 20.
Appeals to the LGAAA plan changes are being progressed by Auckland's councils in a coordinated manner. Points of relief sought by appellants have been summarised in tables and lodged with the Court on 7 May 2008.
Auckland Regional Growth Strategy
Plan Change 20 contains a shift in policy emphasis that highlights Land Use Planning and Transport Planning integration, and ‘gives effect’ to the Growth Concept of the Auckland Regional Growth Strategy 1999.
