The Sale of Liquor Act 1989 has as its aim the reduction of liquor abuse. The District Council in its role as the District Licensing Agency administers the system of licences and manager' s certificates. The Agency shares the enforcement of the Act with the Police and the Medical Officer of Health.

To hold a liquor licence is a privilege and carries with it certain obligations. One obligation is to ensure that the sale of alcohol is conducted by people with an appropriate level of training. These people are called managers and hold manager' s certificates. The training required by managers is supplied by the following NZQA registered training providers;
