Plan Change 21 in Summary


Plan Change 21 seeks to rezone 16.6 hectares of land from Rural to Residential. The plan change includes specific lot sizes for the residential area and Park Frontage Housing Area, with other development rules for the site along with specific design criteria.


Within the site is a proposed Park of approximately 5,000m2 with the Park Frontage Housing Area surrounding it. The Park is referred to as the Neighbourhood Green. The Neighbourhood Green is the focal point of the neighbourhood. Within the site are two stormwater reserves which will provide a secondary purpose of passive recreational links throughout the neighbourhood.


The current estimated gross density is 11 dwellings per hectare with 2.28 hectares of open space including the Neighbourhood Green and Stormwater Reserves.  

Plan Change 21 Decision

Council's Decision on Plan Change 21 was notified 7 August 2007.

Environment Court Appeals

No appeals were received 

Plan Becomes Operative

Franklin District Council approved Plan Change 21 after receiving no appeal. Plan Change 21 will become operative from 9.00am on 15 November 2007.

Once Plan Change 21 becomes operative it will be   Part 54.10 of the Operative District Plan 2000.
