Profile of Franklin District

Population
• The total population of Franklin based on the 2006 Census, and 2008 calculations based on births, deaths and immigration, is over 63,000.
• Just over half the population is resident in an urban centre and just under half is spread across the substantially rural areas. The largest town is Pukekohe, which has a current population of around 23,000.
• Projections based on the District Growth Strategy adopted by the Council in 2007 predict that the District’s population will increase to approximately 117,000 by 2051, an expected 85% increase.

Age – 2006 Census
• Franklin has a youthful population with 31.5% of the population under 20 years, compared with the national percentage of 29%.
• Franklin District has the highest proportion of older people living in its area (10.5%), when compared with the other major areas within the Counties Manukau District Health Board area. Papakura District Council has 10%; and Manukau City Council has 8.3%.

Ethnicity – 2006 Census
• Franklin District had 15% of its population identifying as Maori in the 2006 census. This is slightly higher than the national average of 14.6%.
• Franklin also has a youthful Maori population, with 39% under 14 years old.
• 17% of Franklin’s population was born overseas compared with 23% nationally. The most common overseas birthplaces are the United Kingdom & Ireland. However, Asia including India, Sri Lanka and the Pacific Islands also make up 5% and 4% of the population, respectively.
• The Pacific community has a young profile with 44% of their residents aged 14 years and under.
• There are over 63 different ethnicities in Franklin.

Economic Situation
• Franklin has a higher median personal income than the general adult population ($27,800 compared with $24,400 nationally). Franklin District also has a considerably lower level of socio-economic deprivation than nationally. However, there are pockets of deprivation (including Pukekohe North and Tuakau) which both have decile 9 ratings.
• In Franklin District, 60.8% of households own their dwelling. This is higher than the national average which is 54.5%.

Education
• Ministry of Social Development statistics show that 93.7% of year one students indicate that they have attended some form of early childhood education.
• 58.8% of school leavers attained a qualification at NCEA level 2 or above.
• Overall, 28% of Franklin’s population have no formal educational qualification, compared to 25% nationally.

Households 2006 Census
• The average household size in Franklin District was 2.9 people, compared with 2.8 for all of New Zealand.
• 90.9% of households in Franklin District had access to a motor vehicle, compared with 88.1% for all of New Zealand.
• 75.1% of dwellings in Franklin District were owned with or without a mortgage, compared with 68.9% for all of New Zealand.
