Every three years Council releases a Long Term Council Community Plan that sets the direction for the District for the following 10 years.
In the third year of the 10 year plan Council will conduct a complete review of the Community Plan. This will usually take place in the year following Local Government elections and allows the newly elected Council to make changes in direction if that is their wish.
For the Years in Between.
For the two years in between the complete reviews of the Community Plan, Council produces an Annual Plan. No ten year plan (or even a three year plan) will be implemented without some change of adjustment. However with the 10 year plan in place Council can only make significant changes in the years between reviews by consulting with the community. This is the role of the Annual plan.

2006/07 - Creation of Franklin District Council Community Plan 2006 - 2016
2007/08 - Creation of Annual Plan
2008/09 - Creation of Annual Plan
2009/2010 - Complete Review of Community Plan.
