The Prostitution Reform Act 2003 gave local authorities the power to make bylaws to regulate their location and signage advertising commercial sexual activities.Local authorities do not, however, have the power to ban brothels entirely from their area.
The proposed Brothel Bylaw addresses concerns raised by members of the public and businesses, including the impact on children, the offence signage can cause to the public, location in proximity to sensitive sites (such as schools and places of worship) and adverse effects on the amenity of areas.
The proposed Bylaw contains conditions relating to location and signage which help to address the above concerns.

Obtaining Further Information and Making a Submission
Council welcomes submissions from the public and interested parties on the proposed Bylaw.
A Statement of Proposal that includes the proposed Bylaw, this Statement of Proposal, and a Submission Form can be obtained from public libraries and Council service centres or downloaded from the links above.
