PC24 is the first of the projects implementing Franklin’s District Growth Strategy (DGS) and gives effect to the Council-adopted Pokeno Structure Plan.
PC24 introduces amendments to establish the Pokeno Structure Plan, design assessment criteria, new objectives and policies in Parts 15, 19 and 54.15, new Residential 2, Light Industrial and Industrial 2 Zones, new provisions for Medium Density Housing and Neighbourhood Centres, amendments to the Part 29 Business Zone, Part 27 Residential Zone and Part 26 Subdivision rules, scheduling of significant trees and historic buildings and areas, identification of road widening, amendments to Planning Maps and other consequential amendments to the Franklin Operative District Plan.
Decision Released - Plan Change 24 (Pokeno Structure Plan And New Zoning Provisions)
On 25 February 2010 Council resolved to adopt the recommendations of the Hearing Committee for Plan Change 24. This decision is being publicly notified under Schedule 1 of the Resource Management Act 1991 on 16 March 2010.

Appeal Process
The decision of Council is open to appeal to the Environment Court. Submitters and further submitters are able to participate in the process. Below is a summary of the process for initiating an appeal:
• You must lodge the original and 1 copy of the notice of appeal (known as Form 7 in Resource Management (Forms, Fees, and Procedure) Regulations 2003 (Regulations)) with the Environment Court within 30 working days of being served with notice of the Council decision.
• You must pay the filing fee required by Regulation 35 of the Regulations.
• You must serve a copy of the notice on Council within 30 working days of you receiving notice of the Council decision.
• You must also serve a copy of the notice on every person who made a submission to which the appeal relates within 5 working days of the notice being lodged with the Environment Court. (A database of submitters’ addresses is available from the Resource Management Administrator).
• Within 10 working days of lodging the notice with the Environment Court, you must give written notice to the Registrar of the Environment Court of the name, address, and date of service for each person served with this notice. However, you may apply to the Environment Court under section 281 of the Resource Management Act 1991
for a waiver of the above timing or service requirements (see Form 38).
