The Policy on Dogs is prepared under the Dog Control Act 1996, and aims to ensure there is a balance between the rights of dog owners and the safety of the general public. It recognises that dog owners, Council and the general public all have a role to play in achieving this balance.
The overall objective of the Policy is to encourage responsible dog ownership to promote an environment where dogs and people can happily co-exist. It contains guidelines on dog registration, dog access to public places, areas where dogs can be exercised both on and off leash, responsible dog ownership and enforcement measures.
The Dog Control Bylaw gives effect to the Policy on Dogs, and contains schedules detailing prohibited, leash control, off leash and designated dog exercise areas in the Franklin District.

Obtaining Further Information and Making a Submission
Council welcomes submissions from the public and interested parties on the proposed Bylaw.
A Statement of Proposal that includes the proposed Bylaw, this Statement of Proposal, and a Submission Form can be obtained from public libraries and Council service centres or downloaded from the links above.
