Alcohol Harm Reduction Strategy
The overarching objective of the Strategy is to reduce alcohol-related harm in the District. This will be achieved by:
Utilising planning and regulation tools such as the District Plan, liquor licensing policy and the Sale of Liquor Act 1989;
Encouraging the responsible use of alcohol
Minimising youth alcohol-related harm
Developing and cultivating partnerships with relevant stakeholders to ensure a sustainable approach to minimising alcohol-related harm.
A reference group of key local stakeholders informed the development of the Strategy, in line with Council’s obligations to consider the well-being of its community.
Local Alcohol Policy
The Franklin District Council Local Alcohol Policy has been developed to provide a framework for consistent liquor licensing decision-making and to establish responsible drinking practices within the district.
The Policy provides licencees and prospective licencees with guidelines regarding Council, District Licensing Agency and community expectations regarding the sale of liquor in the district, promotes the principles of Host Responsibility and seeks to develops and cultivates partnerships with relevant organisations, such as Police and the Medical Officer of Health.
The Policy was developed with input from focus group meetings on alcohol-related issues, submissions from the public and national industry organisations during public consultation and the consideration of national and international research.
