Proposed Pokeno Plan Change 24 - Next Stage

This proposed plan change outlines future growth plans for the Pokeno Community. 

Franklin District Council publicly notified a proposed change to the Franklin Operative District Plan on 18 December 2008.  86 submissions were received, covering a wide range of topics.  A Summary of Submissions was prepared in accordance with the Resource Management Act and further submissions were made in support or opposition to the original submissions.  Further submissions closed on 8 May 2009.   16 further submissions were received.

Independent commissioners were appointed to hear all submissions and assess the proposed plan change (Aug/Sep 2009).  Submitters and further submitters had the opportunity to present to the independent Commissioners. A decision should be notified in November 2009.

Background 

 The proposed plan change is called Plan Change 24: Pokeno Structure Plan and New Zoning Provisions - referred to as PC24.

PC24 is the first of the projects implementing Franklin’s District Growth Strategy (DGS) and gives effect to the Council-adopted Pokeno Structure Plan.

PC24 introduces amendments to establish the Pokeno Structure Plan, design assessment criteria, new objectives and policies in Parts 15, 19 and 54.15, new Residential 2, Light Industrial and Industrial 2 Zones, new provisions or Medium Density Housing and Neighbourhood Centres, amendments to the Part 29 Business Zone, Part 27 Residential Zone and Part 26 Subdivision rules, scheduling of significant trees and historic buildings and areas, identification of road widening, amendments to Planning Maps and other consequential amendments to the Franklin Operative District Plan.
