Sally Davis, CEO
Sally was employed as Chief Executive by the elected members of Franklin District Council in late October 2007. She manages all operations of Council and employs all other staff. One of Sally’s first priorities when she came to Franklin was to build a Management Team to support her and the organisation to achieve quality outcomes for the Franklin community. The Chief Executive employs all other staff. Franklin District Council employs around 151 staff. Supporting the CEO are five Group Managers and a Communications Manager.

Ken Dyer, Communications Manager
Ken leads the communications team who support Council and staff with publications, publicity and media liaison, consultation, community and strategic partnerships. Ken’s team also administer Council’s website.
Ken first joined Council in January 1997 and, apart from a year working for the ARC, has been here since then.

Ian Alexander, Group Manager Community Facilities
Ian’s group provides and manages the District’s recreational facilities and community assets. Parks, reserves, cemeteries, playgrounds, pensioner housing, recreation centres, pools, community centres, halls and other Council buildings are Ian’s responsibility. He is also responsible for ensuring the District is prepared for Civil Defence emergencies. Ian has worked in a variety of roles for Franklin over the past 10 years and was previously the Director of Operations and Services.
Barry Bergin, Group Manager Works and Services
- Barry’s group manages the District’s infrastructure and plans Franklin’s future infrastructure needs. Council provides the infrastructure for roading, walking and cycling; collection of solid waste; wastewater collection, treatment and disposal; provision of drinkable water; and protecting the District from stormwater. Barry is a chartered professional engineer and has had extensive experience in local government, including working for Hamilton City and Waipa District Councils. He also spent some time as an engineer in the United Kingdom, where working on construction of the Channel Tunnel was a highlight.
James Jefferson, Group Manager Environmental Services
James leads a large team who work to keep Franklin safe and sustainable in a range of ways. Land use and subdivision consents, land hazards, controlling animals, hazardous substances, parking and bylaw enforcement, environmental health, liquor licensing, District Plan compliance and the building consent process are all led by James. He is also responsible for our Safer Community Coordinators. James worked for the New Zealand Police, Ministry of Justice and Tauranga City Council before joining Franklin District Council.
Sue O'Gorman, Group Manager Corporate Services
Sue’s group provides most of Council’s support services, including finance, information services, customer services, elected representative and committee support, legal services, insurance and risk management. One of her key tasks will be the standardisation and improvement of our business systems and processes, with an emphasis on quality, with the aim of improving our customer service. Prior to coming to Franklin, Sue had a long and varied career at the ARC, her last position being Group Manager Technology and Operations.
Cathy Kenkel, Group Manager Strategic
Cathy is responsible for ensuring that the District Plan reflects both the District and Regional Growth Strategies; for developing Council’s strategies and policies; and for Maori liaison. She is currently leading the staff team preparing the draft Long Term Council Community Plan 2009-2019. Cathy has worked for many years in both central and local government, with roles at Waitakere City Council and the Office of the Auditor General featuring in her CV.
