Committees act with the delegated authority of Council.
Regulatory Committee
Members: Councillor Ranchhod (Chair), Councillors Kay, Jackson, Rennie and Sands. Mayor (ex officio)
When: 1st, 2nd, 3rd & 4th Monday each month and 2nd and 4th Wednesday of the month.
Links:
What: This Committee oversees and decides on matters relating to Council's regulatory responsibilities. Principally this involves considering applications for resource consents under the Resource Management Act, but other matters such as enforcement under the Dog Control, the Health and the Building Acts are also part of its function.

Activity and Monitoring Committee
Members: Councillor Lynch (Chair), Councillors Morris, Hayman, Morrison, Crompton, Petersen and Robertson. Mayor (ex officio)

What: The Activity Committee considers matters directed to it by Council, or management covering the following activities:

Strategy and Policy Committee
Members: Mayor and all Councillors. Councillor Morrison (Chair)
When: 3rd Thursday of the month
Links:
What: This Committee decides on behalf of Council, matters of strategic intent and policy covering all activities of Council.
The Committee is required to consider matters of policy directed to it by Council , Activity and Monitoring, and Regulatory Committees, including the hearing of submissions on matters of policy under the requirements of the LGA 2002.

Te Roopu Paehere (Maori Committee)
Members: Mayor/Councillor Morrison (Alternate) ex officio, Councillors Robertson and Hayman, Lucy Tukua, Karl Flavell, Sonny Parata, Dennis Ngataki (chairman), Te Aomarama Wilson, Stephen Zister, Raymond Kumar.
When: 4th Tuesday of the month
What: To provide a strategic forum for the Maori community to participate in the decision making process of Council and to build capacity within the Maori community for involvement in the overall governance of the Franklin District as it impacts or affects Maori Community Development.
• Provide strategic advice to Council on matters affecting the social, economic, environmental and cultural wellbeing of Maori in Franklin District.
• Ensure Maori values are considered in Council’s decision making processes and service delivery.
• Provide leadership and advice to Council on Treaty of Waitangi relationships, development and issues.
• Lead in the education of the Maori community on civic processes
• Matters will be referred to this Committee; from Council, other committees of Council, Officers and the Maori community.
It is specifically noted that this Committee is not expected to provide recommendations on environmental issues relating to land and physical and natural resources and the effects of these, particular to any Iwi, Hapu, individual or multiple Maori owners.

Rural Plan Change Hearings Committee
Members:
When: To be decided
What: The purpose of this Committee is to determine Council’s position on References lodged with the Environment Court to the Decision Version of Plan Change 14 (Rural Plan Change), on behalf of Council, and to agree or otherwise, changes to the Decision Version of the Plan Change, that resolve the References.
The Committee is charged with negotiating and settling References to the Decision Version of the Plan Change 14 to the Operative District Plan. In carrying out this work, the committee may direct Council officers to undertake work, to hire planning and other technical support as required, and to engage directly with Council’s legal representatives on this matter.
Where agreement to negotiate and settle any reference is within the bounds of Council’s policy and strategic position as stated within its Policy and Strategy documents, or as specifically resolved by Council, the committee has the authority to settle the reference on Council’s behalf.
